The elections of judges, prosecutor and
deputy prosecutors of the International Criminal Court will be a critical
first step toward the Court's establishment and functioning. As the first
highly visible public act of this new institution, the elections must
yield a panel of judges that is regionally diverse and which has a 'fair
representation' of women and men judges as required by the Rome Statute.
