16 December 2003, President Museveni of Uganda refers the long running conflict between the Government and the Lord’s Resistance Army (LRA) in Northern Uganda to the International Criminal Court.

28 July 2004, the Prosecutor of the ICC announces the opening of an investigation into the conflict focusing on crimes committed after July 1, 2002, when the Rome Statute came into force.

Between July 2004 and May 2005 the Office of the Prosecutor investigates the commission of crimes in Northern Uganda within their jurisdiction. The investigations focus on crimes committed by the LRA.

8 July 2005, sealed arrest warrants are issued for crimes against humanity and war crimes.

6 October 2005, the issuing of arrest warrants announced at a press conference by the Head of the United Nations Mission for the Democratic Republic of the Congo (MONUC).

7 October, 2005, the Government of Uganda confirms arrest warrants have been issued and transmitted by the ICC to the governments of Uganda, Sudan and the Democratic Republic of the Congo on 27 September.

14 October 2005, the arrest warrants are unsealed. The Prosecutor holds a press conference to announce arrest warrants for five senior leaders of the Lord’s Resistance Army – Commander of the LRA Joseph Kony, 2nd in Command of the LRA Vincent Otti, Army Commander Raska Lukwiya, Deputy Army Commander Okot Odhiambo, and Brigade Commander Dominic Ongwen (killed in battle 2 October 2005).

Summary of Charges:
Murder, rape, inducing rape, enslavement, sexual enslavement, inhumane acts of inflicting serious bodily injury and suffering, cruel treatment of civilians, intentionally directing an attack a against a civilian population, forced enlisting of children and pillaging.

Two of the LRA leaders (Commander Joseph Kony, 2nd in Command Vincent Otti) have been charged with sexual enslavement as a crime against humanity and with inducing rape as a war crime.

Only the LRA Leader, Joseph Kony, has been charged with rape as a crime against humanity.
