Preparatory Commission Meetings. Negotiations toward the Rome Statute began formally in 1996 and took place in periodic meetings of the Preparatory Committee for the Establishment of the International Criminal Court. The Statute was adopted in 1998 at the Rome Diplomatic Conference of Plenipotentiaries. Afterward, a series of meetings have been held to develop additional documents related to the Court's functioning and establishment such as the Rules of Procedure and Evidence and an Elements of Crimes Annexes. These negotiations also took place in periodic meetings of Preparatory Commission for the International Criminal Court.
